An international railway corporation asked KWINK to assist in rethinking the governance and regulatory system.
The corporation aims to have a better relationship with the authorities and wants to decrease top-down regulation in favour of bottom-up initiatives. The corporation asked KWINK to give recommendations on the coordination between regulators, service level requirements and procedures regarding the approval of the operational plan.
The following activities were performed:
- Mapping the current situation, based on desk study and workshops at the client.
- Identifying the main issues.
- International comparative research in four countries.
- Discussing the results in a workshop with the operator and government representatives.
The result of the study was a final report, containing considerations on the regulatory system, a structured comparison on the various themes and observations concerning the coordination between regulators.
